Action to be taken against RCB, KSCA, DNA as Karnataka Cabinet approves Justice Cunha Committee

Bengaluru: On Thursday, the Karnataka Cabinet approved the report from the Justice D’Cunha Committee regarding the stampede at Chinnaswamy Stadium in Bengaluru, which resulted in 11 fatalities and over 50 injuries.

Karnataka Minister HK Patil announced the Cabinet’s decision, stating that legal action will be initiated against the IPL franchise Royal Challengers Bengaluru (RCB), the Karnataka State Cricket Association (KSCA), and the event organizer DNA.

In a statement to reporters, HK Patil remarked, “The Cabinet has accepted Justice Cunha’s report today. Legal proceedings will be pursued according to the law against the private entities involved in the incident, including RCB, KSCA, and DNA. Additionally, departmental inquiries have been initiated against the relevant government officials.”

Previously, on July 17, the Karnataka government submitted a status report to the High Court, which pointed out significant lapses and mismanagement by the Royal Challengers Bengaluru franchise.

The state government indicated that no formal permission was secured from the event organizer (DNA), as they only notified the police about the Royal Challengers Bengaluru (RCB) victory parade on June 3 without obtaining the necessary formal approval as required by the 2009 city order. As a result, the police denied permission.

Despite the police’s refusal, RCB went ahead with publicizing the event. On June 4, they issued open invitations on social media, including a video message from Virat Kohli, urging fans to join the free-entry celebration.

“On 04.06.2025, RCB, acting independently and without consultation or permission from the Bangalore City Police, posted a photo at 7:01 a.m. on their official social media accounts (Instagram, Facebook, ‘X’), announcing free entry for attendees and inviting the public to take part in the Victory Parade, which was set to start at Vidhana Soudha and end at Chinnaswamy Stadium.
